COP28 Side event on Reporting Nepal’s Mitigation Efforts: Road to Net-Zero Emission
5th December 2023, Dubai: Ministry of Forests and Environment together with GEF and WWF
organized a side event on Reporting Nepal’s Mitigation Efforts: Road to Net-Zero Emission at
Nepal pavilion, UAE. In the event, Hon. Dr. Birendra Prasad Mahato, Minister, Ministry of Forests
and Environment shared the Nepal’s statement on Nepal’s mitigation effort and report
communication internationally. He highlighted the targets included on the Nepal’s Nationally
Determined Contributions (NDCs). The NDCs are an activities-based and policy target to reduce
greenhouse gas emissions from key sectors such as energy (Transport, energy generation, and e-
cooking), agriculture, forestry and land use, and waste.
“Despite Nepal’s efforts to mitigate climate change, some pressing challenges in reporting remain.
Being a developing country, one of the key challenges is the need for more financial resources to
invest in sizable mitigation measures and strengthening capacity in its reporting”, he added.
Followed by the remarks, a panel discussion was facilitated by Dr. Shiva Khanal, Under Secretary,
Ministry of Forests and Environment.
In the panel discussion, Mr. Nawaraj Dhakal, Executive Director, Alternative Energy Promotion
Centre emphasized the need of harnessing renewable energy to boost local economy and to
contribute on trade imbalance. He further focused on the need of managing data on mitigation
efforts and GHGs inventory for which capacity building is a key.
Reshabh Jain, Senior Program, CEEW talked on private sector role in mitigation specially in RE
to the national grid.
Esteban Bermudez Forn, Climate Change Specialist, GEF briefly shared on how GEF has
supported the countries on climate actions. GEF is supporting developing countries on the
technical capacity building on NDC tracking and transparency related requirements of the Paris
Agreement.
Addressing the panel Suzanne Lekoyiet- Program officer-UNEP said, “The project like CBIT,
BUR/BTR is not only a project of GEF but most importantly, it is a project of Nepal. Timely
reporting and communication under enhanced transparency framework (ETF) not only help to
strengthen countries’ adaptation and mitigation action, but it also equally contributes to
transparency and accountability in their action.”
